The South Carolina state Senate voted 29-17 on Tuesday to extend its legislative session to consider congressional redistricting, falling two votes short of the two-thirds threshold required. Five Republicans joined all Democrats to defeat the measure, effectively blocking a plan that could have eliminated Rep. James Clyburn's majority-Black district.
