Rajinder Kumar, an Indian national who entered the U.S. illegally, was arrested by ICE on April 22 after local Oregon authorities released him on April 2 despite an ICE detainer. Kumar is accused of causing a fatal collision in November that killed newlyweds William Micah Carter and Jennifer Lynn Lower when his jackknifed semi-truck blocked a highway in Deschutes County. Kumar had received a California Commercial Driver's License in 2023 and a work permit after crossing the border illegally in 2022.
