New York appeals court allows Mamdani's pied-à-terre second-home tax to proceed, reversing a lower court ruling.

A New York state appeals court ruled Wednesday in favor of New York City Mayor Zohran Mamdani's pied-à-terre tax on high-value second homes, reversing a September lower court decision that had halted the rollout. The panel found the plaintiffs lacked standing because they did not show concrete injury. Separate constitutional challenges to the tax remain pending, with arguments scheduled for Dec. 1.
