Maryland voters approve Question 3 redistricting amendment

Maryland voters passed Question 3, a constitutional amendment lifting restrictions on how the state legislature draws congressional districts, by a 59.5% to 40.5% margin. The amendment removes compactness and contiguity requirements and unties federal redistricting from the state constitution, potentially allowing a new map before the 2028 election. Gov. Wes Moore backed the measure; Senate President Bill Ferguson and Republicans opposed or raised obstacles.
