The Justice Department charged 15 people in Southern California healthcare fraud schemes alleging roughly $2 billion in fraudulent billing, including a $1.6 billion substance abuse treatment case against David and Nathan Young. California Attorney General Rob Bonta separately announced felony charges against 103 In-Home Supportive Services providers accused of defrauding Medi-Cal of more than $4.5 million. Eight federal defendants were arrested Thursday, and officials said six of the 15 charged were medical professionals.

The split, in one line
The right-leaning outlets converge on a pipeline of addicts and homeless people and the rot hid in plain sight, while the wires stick to charge counts and dollar figures. Only the Examiner pairs the federal bust with Bonta's competing state announcement.
