New York City Mayor Mamdani and Council Speaker Menin reach deal to ban horse-drawn carriages

Mayor Zohran Mamdani and City Council Speaker Julie Menin agreed on legislation that would ban horse-drawn carriage rides in New York City starting in June 2028. The legislation, known as Romanch's Law, is expected to be brought to the council floor for a vote in October 2026. The deal includes a transitional program for carriage operators and comes after years of failed bans and the death of tourist Romanch Mahajan in a carriage accident.
