Russian President Vladimir Putin stated at the Valdai Discussion Club in Moscow on October 1, 2026, that Russia would use all weapons in its arsenal, including nuclear, if its Baltic exclave of Kaliningrad or other Russian territory came under direct attack. He accused NATO of escalating tensions through Baltic Sea drills and vessel seizures, and ruled out a ceasefire on long-range strikes with Ukraine. Putin also acknowledged Ukrainian strikes on Russian oil refineries had cost Russia approximately 1% of GDP but said Russia was responding in kind.
