EU Counter-Terrorism Coordinator Bartjan Wegter warned that a new form of terrorism called nihilistic violent extremism is emerging in Europe, driven by young people online seeking violent thrills. Police from nine European countries found about 4,340 URLs linked to an online community called "The COM" during a disruption campaign in June and July. Jihadist groups still accounted for over 70% of terror arrests in 2024, with around one third of those arrested aged under 18.
