House Democrats defeat constitutional amendment to cap Supreme Court at nine justices

House Republicans proposed a constitutional amendment to permanently set the Supreme Court at nine justices. The measure failed 212-206, falling short of the two-thirds majority required. Only one Democrat, Rep. Don Davis of North Carolina, voted in favor.
