Dayton James Webber, a 27-year-old quadruple amputee, has been charged with shooting and killing 27-year-old Bradrick Michael Wells following a heated argument. Police say Webber shot Wells while driving a Tesla SUV with Wells in the passenger seat and two other passengers in the back.
