The U.S. Army paid General Dynamics $533 million to build an artillery shell factory near Dallas that never produced a single usable shell. The Army halted two of three production lines in August 2025 after General Dynamics missed eight deadlines. A DoD inspector general report in July confirmed the failure, and the Army has not recovered any funds or held the company publicly accountable.
