New York man sues DHS after ICE agents tracked him for sending critical email to agency director.

David Streever, a Rochester, NY resident, filed a lawsuit on July 6, 2026, alleging DHS agents violated his First Amendment rights by tracking him to his home and hotel to deliver a warning notice over a January email he sent to then-acting ICE Director Todd Lyons. The email criticized Lyons after ICE officers fatally shot two U.S. citizens during a Minneapolis enforcement operation. DHS stated it investigates all credible threats against officers and denied attempting to suppress free speech.
